The Blood Rite Armor Skill can be found in the Malzeno armor set, which is only available in Master Rank. Specifically, it’s available in Malzeno Mail (body) and Coil (belt). If you haven’t bought the expansion, you can’t fight Malzeno and make its armor.

As seen in the in-game description of the Armor Skill above, you need to break monsters’ body parts first before being able to regenerate health from attacking the monsters. How much health you regenerate is also based on percentage; a.k.a, the more extensive damage you dealt, the higher health you regain. For that reason, it’s more effective to use weapons with higher Motion Value (dealing more damage per hit) like the Great Sword and Hammer. While you can use it with “lighter weapons” such as the Dual Blades, Sword and Shield, or Insect Glaive, the effect might be less effective.
